All in the title. My opponent plays price of progress, and in resp I want my wasteland to target itself. Is it possible?

Yes, you delcare targets first then you pay costs.

Basically you announce the target of the Wasteland at the time you use its ability, you say I target Wasteland (itself) and pay the cost which is tap and sac. Then the target obviously is illegal but nobody cares because your Wasteland is already in the graveyard.

For the record this is exactly how seal of primordium works as well.

a. Announce spell/ability.
b. Declare choices such as modes, value of X, additional costs.
c-d. Announce target(s).
e. Announce division of effects that require division.
f. Determine total cost.
g. Play mana abilities.
h. Pay all costs.
i. Spell/ability becomes played.
