Okay so say I have a Ghost Quarter, and I wanted to fetch for a basic land, can I use the Ghost Quarter on itself to get myself another basic land... sort of like a fetch land on a budget?

Ghost quarter can activate and target itself, but you don't fetch the land because the ability will be countered because it no longer has any legal targets.

When playing a spell or an ability you first announce targets, a few steps further you pay the cost to play the spell/ability
So a GQ or wasteland is capable of targetting itself.

However, since the ability requires a target it will fizzle when there is no legal target if the spell/ability would resolv. So if you make your GQ kill itself you have to sacrifice it to play the ability and when the ability would resolv you should notice the target itsn't there anymore. So the ability will be countered by the rules (no legal target(s)) and nothing will happen.

But it can be usefull in case of price of progress for instance.
