do i hav to pay 2 for the creature i will put into play with preeminent captain's ability which sends a soldier tapped and attacking already into play for ghostly prison.

Costs are paid as attackers are declared. The soldier coming into play is already attacking. The time to pay the additional cost has come and gone.

No. Ghostly Prison and Propaganda both require the mana be paid when the creatures are declared as attackers (see the reminder text on Ghostly Prison). Ninjitsu, Preeminent Caption and other abilities that put creatures into play attacking don't make you declare it as an attacker (see the ruling on Militia's Pride on gatherer.wizards.com for example), thus you don't pay mana to Ghostly Prison or Propaganda. They have static abilities that prevent people from declaring a creature as an attacker unless a cost is paid, and Preeminent Captain doesn't create another declaration of an attacking creature, it just puts the guy in already attacking.
