I always wanted to try playing Stax and now that I have almost all the cards this is the list I came up with.

For your build:
1) You're running too many colorless mana sources for cards that have :u::u: and :w::w: casting costs. If you're going to run jank like Parallax Tide, you need to look into running some number of Hallowed Fountains, probably cutting Factories for them.
2) Tezzeret is all the rage in blue-containing Stax builds these days, as both an accelerator of sorts and as a win condition.
3) Wrath is worse than Magus of the Tabernacle, especially in a build with land destruction.
4) There's no reason to run a split for Prison/Propaganda. If I had to choose one, I'd go with Prison if only because REB and Pyroblast might still see some play.
5) Meditate is really, really bad. I mean, really bad. It's the definition of win-more here. If you play it before you have control, your opponent will likely kill you. If you play it after you have control, why are you dicking around drawing cards and wasting time when you should be winning?
6) Chalice at two is a tech play in this deck. Too bad it doesn't work so well with Meddling Mage.
7) If you're hellbent on using blue for draw, use Jace. He can come down before you have control and continues to chug away with minimal supervision after you've locked up the game.
8) You're running blue in a Stax deck. Why, for the love of God, are you not running Academy Ruins?!
