Okay, so the stack is:

BOTTOM
1: Polluted delta
2: Stifle targeting polluted delta
3: Wooded foothills
TOP

can i then play divert, (assuming that my opponent does not pay the 2) changing the stifle to target the wooded foothills instead of the delta?

Yes. Why would you think you couldn't? The Stifle will now be countered on resolution, of course, since its target resolved before it did.

Change the target of target spell with a single target unless that spell's controller pays 2.

i was just making sure, cuz you cant normally target something above itself, but thats becaus of how the stack works.

the only rule that i'm aware of in terms of targetting that people might not know is that cards can't target themselves. ie misdirect a counterspell to target itself doesn't work.

And that's why you make the counterspell target the Divert/Misdirection.

can i play divert, and change the counterspell to target the divert?
i think you can, because the divert is still on the stack until it finishes resolving.
