I'm wondering if I cascade with a 4 costing card into Fire/Ice, would it see the 2 of the Fire or Ice (like counterbalance) and I can cast either, or would it see 4 (like bob) and keep going? Thanks.

If you play Bloodbraid Elf, and reveal Fire/Ice, then you can play either side. If you reveal Bound/Determined, then you can play either side. Cascade, like Counterbalance, checks only if the card has a CMC that satisfies the condition. It is a yes or no question. Does the card Bound/Determined have a CMC less than four? Yes: Bound/Determined has a CMC of 5 AND 2. Two is less than four, so Cascade stops and you can play either Bound or Determined.

You are also incorrect about Bob. Bob reveals the split card and sees TWO mana costs. So, in Fire/Ice's case, Bob would reveal it, see two mana costs of 2, then you would lose two life, then you would lose two life.

*edit* The Cascade into Split cards issue is also in an FAQ somewhere. I'll try to find it.
