Stifling the trigger on Library does not prevent the player from drawing his card for the turn correct?

reference oracle text:

Enchantment, 1G
At the beginning of your draw step, you may draw two additional cards. If you do, choose two cards in your hand drawn this turn. For each of those cards, pay 4 life or put the card on top of your library.

This is correct. The trigger from Sylvan Library doesn't even go on the stack until after you draw for the turn, which is a special action and does not use the stack.

I believe the current Oracle Text is:

At the beginning of your draw step, you may draw two additional cards. If you do, choose two cards in your hand drawn this turn. For each of those cards, pay 4 life or put the card on top of your library.

Oh, I always thought sylvan library was at least a little better than that, and let you choose among the 3 cards the two to put back. If I recall, indeed you could do that and the text is just misleading. I do not know, since I have never played with the card, since in either case brainstorm is just better.

That is how it works. It doesn't seem confusing at all to me.

The only confusing thing is that the draw occurs after drawing the normal card for the turn.

Can Sylvan Library be stifled? I mean, do they get priority after you draw your first card, before you draw the other 2 cards for one library in play?

Yes. It's a triggered ability that goes on the stack, just like any other triggered ability.
