When Hypergenesis is played, can you/or your opponent put into play enchant creature spells like (control magic) with legal targets in play? Same goes for other enchant "insert permanent" spells?

There are no cards with the typeline "enchant [something]" anymore. They are all (and even under the old rules have been) Enchantments. Now with the new subtype Aura. So yes, you can put such cards into play with Hypergenesis, but they are never spells, because they don't go over the stack.
And legal targets are irrelevant, there only needs to be an object that satisfies the "enchant [something]" clause. While coming into play, you choose an object to attach the Aura to. If you can't, the Aura can't come into play. So you can sneek in a Faiths Fetters on your opponents creatures with shroud.

So you can Control Magic any shroud creatures w/out pro:blue under hypergenesis then?

Protection and enchanting types are the only constraints. Targetability does not matter. Dream Leash can enchant a non-taped permanent, but Mind Harness cannot enchant a non green and non red creature.
Ps: yggdrasil, you make me have doubts, do you mean that when I put confiscate into play, I have to attach it directly, or can I wait my opponent to put into play its fatties before attaching the enchantment to the most interesting one?

You have to make the decision as soon as the Aura comes into play, you cannot wait until later.
