Oracle text: Intimidation Bolt deals 3 damage to target creature. Other creatures can't attack this turn.

When you play a card with several targets/effects, the card resolves as much as it can. Plow Under still puts one land on top of library, Cryptic Command will still draw a card even if it can't bounce anything (correct me if I'm wrong here).

But what happens with Intimidation Bolt if it is countered upon resolution because it has no legal target anymore?

My guess is that other creatures can still attack but I'm uncertain.

A spell that does not have at least one legal target is countered. It won't resolve. At all. Not even a little.

A spell that's resolving (like Cryptic Command with one of its two targets no longer legal) will try to do as much as it can. An Intimidation Bolt with no legal target never gets to the point of resolving at all.

I modestly think that your answer is more confusing than mine since you let understand that Cryptic Command will still draw in his example. But it will be countered since the draw part does not target.

I said nothing about his example - Cryptic Command will indeed be countered if the modes are "bounce" and "draw".

so what about profane command with -x-x to a critter and lose x life. If I sac my guy to thopter foundry in response I also lose no life? (this happened this weekend)

If I get it correct, your Profane Command will resolve since it still has a legal target for the life loss. it only gets countered when there are no legal targets left.
