Ok so heres the question, I was playing in an FNM last week and i played against the standard merfolk deck. I tried to path a wake thrasher and he tried to give it pro:white in response with sygg. i was under the impression targets were chosen upon playing the spell in which case the pro:white would be useless. Is trhis right, and pending that answer, I assume the same thing holds true for a Vial'd Kira?

It's checked when you play it and when it resolves, so giving it pro-white would be a very good thing to do.

Targets are indeed chosen on annoucement.

However, something with protection from a color can't be targeted by spells by spells of that color. Due to this, when Path tries to resolve, its only target is illegal, and it is countered.

Kira is completely different than protection - Kira gives your creatures an ability that triggers when they are targeted. If you Vial in Kira in response to a Path, the targeting has already happened and so Kira does nothing.
