Leyline of the Void, on the draw

This may seem basic but I've never run this puppy in my sideboard. If I am on the draw (opponent plays first) can I place Leyline of the Void (http://gatherer.wizards.com/Pages/Card/Details.aspx?printed=false&multiverseid=107682) in play before to takes his turn?

Yes, what I do is annouce Turn 0 and place the Leyline into play. Never been an issue.

You have to either put it into play before the opponent takes their turn or not at all. You can't wait.

How do you resolve conflicts about a player playing Leyline of Singularity and another one that doesn't know if he wants to play one or two Leyline of the Void?
