Take an extra turn after this one if your opponent played a Blue spell this turn
Seems like a must-answer coming from the sideboard, in my eyes. With the prevalence of Force of Will and other counterspells you're bound to hit something, although that something might be Spell Snare.
Thoughts?

it requires you to have both played a spell that is counterworthy and have mana open to cast this.. Unless you expect to cast it from EOT brainstorms.

ALso, depending on what deck you're playing there might be better answers, like red elemental blast or choke. I can't see many thresh-style decks really wanting this either, since games can just be draw-go a lot, so I can't see them getting a huge advantage out of a conditional extra turn in that situation.

well it's in color with Tarmogoyf, Natual Order, Survival of the Fittest, Eternal Witness, and Wild Nacatl. I think with its mana-making capabilities, survival might be able to manage it. Or some bass-ackwards Painter deck.

Keep in mind: This thingy is an instant, so EOT Brainstorm or simply a Ponder will let this go off. No need to wait 'til your opponent counters anything.
Imho one of the most underplayed cards in the Legacy cardpool.

You can't pop it off of a Ponder, though. Most of the time you would be throwing at EoT Brainstorm. or turn 3 crack a fetch let them Stifle it take your combat step then take another turn. works pretty well with Nacatl or Ape in Zoo.
and yes, it is very underplayed, in that it isn't played at all.
Well you need to cast this instant in your turn, so have to wait for Countermagic oder EoT Brainstorms to successfully use them.
On a smaller note it's cc2, making all hardcounters in Legacy (Force CS Snare) relevant against it...just sayin'

No, no it won't.
This is actually one of my top 5 cards of all time. Despite that, it's not that spectacular.
I played it a few years ago in the SB of my UGR Threshold deck for the psuedo-mirror/Solidarity/etc. It was okay.

Cool design; awful card. So, you're going to keep 2 mana open and hope for the best? This doesn't counter a spell; doesn't doesn't affect the board. At best, it's a conditional cantrip that maybe gives you an extra land drop. Nothing to see here.

It was a solid card back in old extended for UG Heartbeat combo, when Tog would try FoF or Gifts on your endstep. If you managed to get a Seedtime off there, you untapped and easily won on the spot. This worked because things were slower, you had time to sculpt a situation where they could get blown out by a good Seedtime. Legacy is not only a far faster format, but it's also just not a great card for aggro-control decks. When you can untap and win in one turn, that's huge, but when it's "untap and bash you once more with Goyf," that's not as huge of a reward for pulling off the cast. You're not even guaranteed that, lets say it's a clean board after a couple of turns of the game, you play Goyf, they Snare it, you Seedtime -- cool? Seems much more relevant to Guttural Response that Spell Snare, keep your Goyf, and bash them with it over the next couple of turns.

If I'm playing green, why would I play this and not City of Solitude?
The 'leaving mana open' part of this card is what I don't like, and it is practically a sorcery speed card or worse because of it. For one more mana, you have access to Choke, and I think that buys many, many turns against blue opponents.

This card never has been able to deliver on its promise. Of course, Wizards printed it right at the end of Odyssey block - far too late to be of value for Standard FoF craziness with Psychatog.
