whenever ~this~ deals damage, you lose that much life.
with the m10 rules and damage not stacking. is the life loss from this simultanious ?

No. The only thing that changes is that damage itself is dealt immediately at the beginning of the Combat Damage Step, rather than going on the stack and eventually resolving. Both pre- and post-M10, the trigger will go on the stack afterwards and, upon resolution, make you lose life.

Yes. It's a triggered ability, so you can counter it with stifle, just as well as any other triggered ability, that does not say explicitly that you can't.

Although you should keep in mind that Lifelink and Deathtouch both work immediately and forgo the stack.

It's a triggered ability, which means it resolves exactly like the old lifelink or new "when this creatures deals damage, you gain that much life". Damage happens, it goes on the stack, you lose the life. So if you and an opponent are at 4 and you swing with this guy, he loses, and you win.
