I play Swords to Plowshares on it.

Does my opponent get life? I assume not (State based actions...)

Putting the Instant card into the graveyard is the last part of resolution, i.e. the rules text (including lifegain) happens while StP is still on the stack. Your opponent will get no life.

Then what is the exact ruling that keeps a 2/3 Tarmogoyf alive when you Bolt it without an instant being in the yard yet?

Damage is applied, but state based effects (i.e. death by lethal damage) are not checked while a spell is resolving. And since the final step in resolving a spell is to put it in the graveyard, the goyf gets bigger.
