Can I put a 1cc creature through Aluren even with a CotV @ 1 in play?

No, the creature is still played and its converted casting cost is still 1.

The converted cost of a card is *always* what's in the upper right hand corner of the card. The only time this changes is when there's an X in the cost. In that case, X is what was declared as X while a spell is on the stack, and 0 all other times. So Aluren doesn't affect this at all, neither does trinisphere, or tribal lords.
Technically, you can still play (cast) the 1cc creature. However, it will be countered by the Chalice.
I remember a Vintage deck trying to abuse Chalice @ 0, Multani's Presence, and a bunch of 0cc crap to build a lethal Tendrils. It was a failed project, but looked fun.
