Is it possible to cast crop rotation of a Gemstone Mine with 1 counter?

601.2f If the total cost includes a mana payment, the player then has a chance to activate mana abilities (see rule 605, “Mana Abilities”). Mana abilities must be activated before costs are paid.

Doesn't work: you have to use the Mine, which kills it, before the game allows you to sacrifice it as payment for Crop Rotation.

Do continuous effects like gemstone mine check during announcement of spells? I was under the impression that nothing happened until the announced spell was paid for and had been placed on the stack at which time state based effects would check.

So if I announce crop rotation, tap gemstone mine for green, it would then be sacrificed and I would be unable to pay for crop rotation( if gemstone was my only land) and the game would be backed up to my priority with gemstone mine in play untapped with one mining counter and crop rotation in my hand?

Gemstone Mine generates no continuous effects; sacrificing it is part of the mana ability.

Yes. The announcement would also be backed up if you mistakenly tried to sacrifice Gemstone Mine, even if you had other lands.
