404.2. Each graveyard is kept in a single face-up pile. A player can examine the cards in any graveyard at any time but normally can’t change their order.
Some friend of mine asked me about this saying that our national tour champion claimed that new tournament rules allow changing order of cards in graveyard. He was referring to Type 2 Tournament rules of Pro Tour.
The rule is clear to me, i just need to confirm it from other source.

Changing the order of graveyards became allowed fairly recently but only for tournaments in formats where cards that care about graveyard order (Weatherlight and earlier) are not legal - in other words, everything but Vintage and Legacy.
I believe you'll find the policy in the Floor Rules.

Therefore while Highlander is "Eternal format" where cards such as Bosium Strip are legal this rule applies. Also reason why to be more careful about it during any HL tournament in our region.
Now i know why Satan worships you :).
I just dont understand why the game rules differs a lot for these situations. If the rule has no effect for all new cards (post-weatherlight) why it is not aplicable for all tournaments globally just because it does not matter.

Because it's tremendously annoying. Have you ever tried to look through an opponent's graveyard during a particularly long game, where there may be 30-40 cards in it, while needing not to alter the card order in any way? Or have you played Extended Dredge / Standard Mill? With free reordering, you can just group up the Unearth/Flashback/etc. cards together and put aside the chaff. A huge improvement, unless you believe that the ability to quickly parse a partially-hidden, upside-down pile of cards should be encouraged as a form of Magic skill.

I understand...
Still playing mono blue with possible selfmill combos. I play some cards that dig other cards from grave, but usually if i put them aside i just warn my opponent that they are still able to affect the play. I prefer that he forget about existence of some cards until its too late...
More annoying is for me playing Gifts ungiven while having 110 cards in deck, each only once... I know guy who refuses to play Gifts only for this reason.
