Mana in the Attack phase

There was some controversy with this at a tournament recently.

Does mana carry from one part of the attack phase to another?

Could you float mana from the beginning of the attack phase to the declare blocker step, etc.

No, pool empties after every phase (used to be different pre M10)

500.4. When a step or phase ends, any unused mana left in a player's mana pool is lost. This turn-based action doesn't use the stack.

You used to be able to, as pools only emptied at the end of each phase. However, now they empty at the end of each step as well as each phase, so you can't float mana from the beginning of the attack phase to the declare blockers step.
