I use Chandra Ablaze's ultimate ability. I cast Reiterate, if I opt to buyback does it return to my hand?

Yes, that's what buyback does. Note that all the cards cast through Chandra will normally go back into the graveyard afterwords as opposed to something like Yawgmoth's Will.

10/1/2009: If you cast a card "without paying its mana cost," you can't pay any alternative costs. You can pay additional costs, such as kicker costs.

So, the same should be true for Buyback. I know that Flashback has a specific rule that exiles the card no matter what but I don't know about such a rule regarding Buyback.


702.24. Buyback

702.24a Buyback appears on some instants and sorceries. It represents two static abilities that
function while the spell is on the stack. “Buyback [cost]” means “You may pay an additional
[cost] as you cast this spell” and “If the buyback cost was paid, put this spell into its owner’s
hand instead of into that player’s graveyard as it resolves.” Paying a spell’s buyback cost
follows the rules for paying additional costs in rules 601.2b and 601.2e–g.

So although I have a strong feeling that it doesnt return it seems it does..

As far as I understand it, as long as you actually pay for the buyback it will go back to your hand, you can't use Chandra for paying the buyback however.

Yes, it goes back to your hand. You actually have to pay for the Buyback though.
