Vesuva and Scapeshift

If my opponent Scapeshifts all of his lands away, when Vesuva comes into play can it target another land that he just brought into play with Scapeshift?

"As" implies it happens before it hits play, or possibly something like that, but I"m not sure.

You are correct - you choose before Vesuva comes into play, and the other lands you get with Scapeshift are not in play.
