Assume you have both out and your opponent has one creature with 3 mana untapped. Does that mean the creature has to attack by paying 2 mana?

No. If your opponent doesn't pay, the creature is not able to attack. Fumiko and similar effects can't force a player to undertake any actions other than declaring a creature as an attacker.

Heh, it is even clearly stated in gatherer rulings:



2/1/2005 Fumiko's ability doesn't force an opponent to pay for effects in order to be able to attack with his or her creatures (such as Ghostly Prison, for example).
2/1/2005 Fumiko's ability doesn't force tapped creatures or creatures with summoning sickness to attack.
