Draw cards before rolling the dice

Let's say I draw my 7 cards before rolling a dice. What happens?

I guess that if I win the dice roll, I am "by default" supposed to play first and no sanction is applied. Am I right?

You will have to go first if you do. However despite any potential sanction for doing this repeatetly this is considered really really unmannered, I would never do that.

If the winner of the roll doesn't state a choice, he is choosing to go first. It's reasonable to handle accidentally drawing your hand to early like that. It's a tournament rule, so it's not covered by an infraction.

Drawing your hand early intentionally would obviously be Cheating.
