When an opponent uses Thopter Foundry to sacrifice Sword of the Meek, can the Relic of Progenitus hit the meek in the graveyard in response to it or does the relic miss?

You can respond Sword's trigger but you might understand that the opponent can still sacrifice another non-token artifact to create another token and therefore create another Sowrd's trigger on top of the stack.

Thopter Foundry (w/b)U
Artifact
1, Sacrifice a nontoken artifact: Put a 1/1 blue Thopter artifact creature token with flying onto the battlefield. You gain 1 life.

Sword of the Meek 2
Artifact -- Equipment
Equipped creature gets +1/+2.
Equip 2
Whenever a 1/1 creature enters the battlefield under your control, you may return Sword of the Meek from your graveyard to the battlefield, then attach it to that creature.

Since sacrificing the Sword is a cost, you can remove the Sword from the graveyard either with the Foundry trigger on the stack or with the Sword's own trigger on the stack.

Keep in mind that they can make another Thopter in response to your Relic, though.
