Tabernacle Question

Need some clarification on The Tabernacle at Pendrell Vale. If my oppenet has mulitple creatures on the field can they pay for one tabernacle upkeep then use Arbor Elf's ability to untap the land and pay a second upkeep? Thanks in advance

Why can't they?

The Tabernacle adds a triggered ablity to each creature; the abilities trigger in the upkeep, and are all on the stack. You have the opportunity to activate abilities (such as the elf) whenever you have priority.

And even if The Tabernacle at Pendrell Vale was worded as follows:
"At the begining of each player's upkeep, for each creature that player controls, he pays %1 or he destroys it."
You could still do it using the mana pool.
