may I play Life from the Loam with no land card in my grave?

I think that "yes" is the right option because of "up to" part. 0 is "up to" as well.

Am I right?

Yes, the phrase "up to" implies that you're able to do less than 3, but no greater than 3. There are other cards that say "up to" and have a legal number of targets equal to zero. It's a cute trick to get Loam into your graveyard.
