If I have Shirei in play and a modular creature goes to the graveyard, do I have the option of returning it to play?

Only if the creature has a power of one or less. Duh!
I guess you were asking if a creature with modular and printed power of 0 and 5 +1/+1 counters will be returned. The answer is no!

well the confusion comes from when I have the option of moving its counters, I can assume it'd be when it hits the grave, right? "If the counters get moved to something else" probably should've been in the OP.

Modular does not "move" the counters.
The keyword modular includes a triggered ability which places a number of counters on another creature equal to the number of counters on the creature with modular.
So when a creature with modular and 5 +1/+1 counters goes to the graveyard, this ability triggers. Shirei's ability does not trigger, because the creature has a power of 5. Afterwards, when the modular trigger resolves, you get to chose where you want to put some counters onto.
MCR702.40a [...] “When this permanent is put into a graveyard from the battlefield, you may put a +1/+1 counter on target artifact creature for each +1/+1 counter on this permanent.”
