Say I play a goblin warchief, and now have other goblins I want to play the same turn, does my opponent get priority to swords the warchief before I start playing more goblins?

No. Unless you do something like cracking a Fetchland or anything else that requires passing priority. You are the active player (because it's your turn). When the stack is empty (read: after Warchief resolves) you will get priority first. However you will only be able to cast one Goblin at discount-price because your opponent will be presented a window to StP your Warchief before the Goblin you played resolves.

Bonus: Assuming you had Teferi, Mage of Zhalfir on the board you could cast all the Goblins in your hand if you state that you keep priority after casting (not yet resolving!) each Goblin.

Ok so to expound on this, when I enter my main phase, I have priority to play a spell, once I do he can respond, once it resolve and any other spells that he has played resolve. I retain priority and can then move to my next spell, which he can then respond, etc, but he never gets priority himself till i pass my turn essentially or enter combat?

It works like this:

Mainphase:
1. You get priority -> cast Warchief
2. You pass priority
3. Your opponent gets priority
4. Your opponent passes priority
5. Warchief resolves
6. You get priority
7. You cast <any Goblin for 1 less mana>
8. You pass priority
9. Your opponent gets priority
10. Now he can play Swords to Plowshares on your Warchief -> he casts StP
11. He passes priority
12. You pass priority
13. Warchief gets exiled, you gain 2 life
14. You receive priority
15. You pass priority
16. Your opponent gets priority
17. Your opponent passes priority
18. <any Goblin> resolves
19. You get priority.

If you pass priority after 19 your opponent gets priority again. If he passes priority as well both players passed priority in order with an empty stack so the game moves on to the next phase/step, in this case the Beginning of combat step in the attack phase. Now you receive priority again.
