What happens if Vial gets destroyed in Response to activation..?
Vial checks on resolution, so does it use last known information..?

112.7a [...] In these cases, any activated or triggered ability that references information about the source because the effect needs to be divided checks that information when the ability is put onto the stack. Otherwise, it will check that information when it resolves. In both instances, if the source is no longer in the zone it’s expected to be in at that time, its last known information is used. The source can still perform the action even though it no longer exists.
Yes, it uses last known information and you may put a creature on the battlefield with cmc equal to the numbers of counter vial had.

I take it that Spellstutter Sprite works differently since it checks the gamestate as a whole rather than the sprite itself then? (for those who wonder if you remove spellstutter in response to its trigger and there are no other fairies in play it can only counter 0cc spells on resolution).

It checks Faeries in play, which is a fact of the game state, and can always be checked and will never have to resort to 'last known information'. Once the Vial is destroyed, the game checks how many counters it had the last time it was in play.

Actually, if I understand correctly, you won't even be able to counter a 0cc spell if Spellstutter Sprite is removed in response to its trigger. Once it enters the battlefield, the trigger goes on the stack and you have to choose a legal target: a spell with cc = # of faeries you control, which should be at least 1 since you control at least 1 Faerie: Spellstutter Sprite (barring corner cases like Artificial Evolution). Thus, it is normally impossible to even target a 0cc spell in the first place.

Spellstutter Sprite {1U} |Creature -- Faerie Wizard| 1/1. Flash / Flying / When Spellstutter Sprite enters the battlefield, counter target spell with converted mana cost X or less, where X is the number of Faeries you control.
