I already made a ruling on this but a friend doesn't believe it, so thought I'd ask and direct him here. One player has Engineered Plague and another player casts Mogg Fanatic, and wanted to use it's ability, but there's no lord out on his side. I ruled that due to state based effect, the fanatic enters as a 0/0, before anyone even gets priority, and it will go to the graveyard for having 0 toughness.
This a correct ruling?
Edit: I know I should stop calling it State Based Effect and call it State Based Actions, but I don't know... force of habit. >_<"

That's correct, Engineered Plague is a static ability so it takes place immediately and the Mogg Fanatic dies the next time SBAs are checked before any player would receive priority.

You can only use the fanatic ability when you have priority. However, the fanatic is put into the graveyard before players receive priority. Also, yeah it is technically a state-based action now, which makes more sense, because putting the fanatic into a graveyard is an action rather than an effect.

would deity of scars still come into play with the two -1 counters on it ?

Come into play when? What does that have to do with Engineered Plague or Mogg Fanatic?

I don't understand what this is asking, it looks like only half of a question. In an attempt to answer, if you have five or more engineered plagues in play (naming avatar and or spirit) and play a deity of scars, it will come in as a 0/0 and then be put into your graveyard before players get priority. You won't have a chance to remove any of the -1/-1 counters from it in order to save its life.
