Player 1 has Persecutor in play, and his opponent uses a Pact during Player 1's turn. He does not pay for it during his upkeep.
Player 1: You just lost the game.
Player 2: Why?
Player 1: You neglected to pay for your Pact.
Player 2: You are correct. [scoop]
Neither supposedly noticed the Persecutor in play until afterwards. While a spectator cannot say 'Don't scoop because......', Is it legal for Player 1 to tell his opponent he lost due to the Pact when Persecutor is in play? If so, is this a game state error that a judge could be called for by a spectator?
You can't state things that are false about the current, public game state. "You just lost the game" is false, and it would be Cheating if you said it and knew it was false.
"You didn't pay for your Pact." is true, and you could say that and hope your opponent scoops up his cards I suppose. Not very sporting, but legal as long as you don't say anything that's not true.
Give the Communication Guidelines another read through if you're interested.
If a spectator sees someone say "You lost" when that person didn't, the spectator should definitely tell the players to hold on and then call for a judge, since it's either an error which needs to be corrected (hopefully before someone scoops) or Cheating.
Where this happened in the GP it wasn't intentional though - both players forgot about Persecutor (and one forgot about both his Pact and the Persecutor).

But according to your description, it was illegal, right? And as such, should have been penalized even after the the end of that game. Even if that game was irreparable, it is fact that he said those words, and as such should be penalized for "saying false things about the current, public game state". Is that correct, cause that didn't happen.
I'm sure he got a Warning for Player Communication Violation, yes. What didn't happen?

I didn't see any warning given. But then, since I was expecting a harsher penalty for this action, (due to my ignorance of the guidleines) I was not looking for one.
