Let's say that I have a Standstill in play and a Spell Snare in my hand.
My opponent attempts to cast Tarmogoyf, which would break the Standstill.
Is there possible for Standstill to draw me three cards and I still have an opportunity to counter with Spell Snare?

Yes.
Your opponent casts Tarmogoyf, which goes on the stack.
Standstill triggers, and goes on the stack.
If both players pass priority, the Standstill ability resolves and you draw three.
Then, players have a chance to respond to Tarmogoyf, which is still on the stack.

Even if you don't have spell snare, if you draw one with standstill, you could play it to counter Tarmogoyf.

Be careful that you don't respond to the Goyf with your Spell Snare without letting Standstill resolve...otherwise, it will trigger again and your opponent will draw three cards. Then when the Goyf-caused trigger tries to resolve, Standstill will already be gone and you won't get to draw anything at all.
