Essentially, are you able to return the Top to your hand with Words of Wind instead of to the top of your library (essentially causing your opponent to return a permanent to their hand?

If you activate Words of Wind, then Top's second ability, this is what happens: Top tries to make you draw a card, Words replaces that with each player returning something to their hand. The top is still on the battlefield, so you can return it. If you do, the rest of the ability doesn't do anything. So, to answer your question: yes you can.
