Looking at the reserved list only a small group of cards stand out as being necessary for play. They are :
dual lands.
Most of which can be bought for approximately or less than $50 each. You can easily build a Legacy deck using only 2 dual lands and fetches. So it is only a $100 purchase for a deck you wanted to make. It is the same cost as buying a playset of a good rare like Dark Confidant .
Tarmogoyf . A card not even on the reprint policy. I will say no more. Also easily dealt with if there are cards like Withered Wretch or Jotun Grunt in the format.
Force Of Will . Alliances packs sell for around $6. They are still quite a bargain. If more people opened packs and stopped hiking prices cards like this would not be worth as much as they are. It's not even a rare it is uncommon. It is also not on the reserved list and can be reprinted if WOTC deems it appropriate so really it is not an issue.
I don't really know of any other cards on the reserved list that desperately need reprints which do not have equivalent replacements. We can ignore all sets post Ice Age for cost barrier to entry, as packs past this period are both plentiful and appropriately valued.
imho we can ignore Legends, Antiquites, and Arabian Nights. There is no great utility from these sets that is necessary for play besides maybe Chain Lightning . Moat and The Tabernacle At Pendrell Vale are powerful spells but they are seldom used in decks. They have not yet warped the format in any way that you could say if you don't have them you cannot play.
If cards on the reserved list warp the format too much, like the dual lands, then don't they need a banning? You cannot have a limited supply of cards in an eternal format that are too powerful. I would not appreciate a banning of cards but they fit plenty of criteria to warrant a ban.
That said,
Should Revised cards be on the reserved list to begin with? I would argue they shouldn't be and do not belong. They are reprints. They are post Alpha Beta Unlimited. They have original black border and frankly, original white border versions. So why are they on the reserved list to begin with? Rhetorical question. I know why.. it was thrown on when the reserved list was made, but it contradicts a key component of what the reserved list was supposed to protect, original black border cards? I'm not sure if I understand this either.. Unlimited was originally not meant to be an Unlimited set. So white border reprints of power 9 cards should be acceptable as well.
I see the reserved list as extremely easily remedied and I think people have been missing the crux of the issue that a lot of the staple cards part of core sets like Unlimited and Revised were reprints to begin with.
