My opponent has Counterbalance and sensei's divining top and Rhox War Monk in play.

I play for example Tarmogoyf.

1) My opponent triggers Counterbalance
2) He triggers the top's ability to see his top 3.
3) He checks his top 3.
4) He reveals with counterbalance.

a)When in these steps will I have priority.

b) If I have submerge in hand and my opponent is tapped out, can I submerge his creature just before he has checked his top three and decide to reveal, so it will be his creature on top?

c) I have submerge in hand and he is not tapped out, can I submerge his creature on top, just before he reveals, so the trigger of the counterbalance will resolve without him having the time to rechange his order with top ?

a) You get priority after your opponent casts a spell or activates an ability, or after your opponent passes priority to you. When both players pass in succession, the top item of the stack resolves, or if there's nothing on the stack, the phase or step ends.

b) You can cast Submerge whenever you have priority. Both players have to pass before the Counterbalance trigger will resolve.

c) Again, both players have to pass before anything will resolve. Just as you can do something after one thing resolves but before the next, so can he.

To add to that:

On your turn, you get priority first at the beginning of a step or phase as well as when a spell or ability resolves. On your opponent's turn, he gets priority first.

If he has only 1 mana open (don't do this if you know he has a 2cc on top!!), you can let him activate Top, and once he's activated once and tapped out, you can Submerge and put the RWM on top. The way you write it makes it sound like you're trying to do this in a different order, which would defeat the purpose.
