I have a question about whether you can trigger counterbalance more than once for a spell. Here is an example of what's happened:
I cast goyf.
My opponent puts counterbalance on the stack and reveals (he has no top to activate).
He does not reveal a 2 cmc card.
He fetches.
And reveals again, this time countering the goyf.
Was it legal for him to trigger counterbalance twice like that for one spell? Is there any legal way for him to trigger counterbalance twice (such as putting counterbalance trigger twice on the stack when I cast goyf and then inserting the fetch trigger in between)?
