I'm fairly sure this works but wanted to make certain...

If I maintain my card count under two, in my upkeep, I can stack the Noetic Scales trigger first, so that Braids bounces back to my hand, and I never have to sac a permanent to Braids correct?

I can just keep recasting my Braids each turn, and my opponent will have to sac permanents, but I never will.

Nope. Both triggers go on the stack at the beginning of the upkeep, so no matter which you put first, they'll both activate, even if one is no longer in play. Braids was in play at the beginning of the upkeep, so its ability triggers.
