So ya I just got a playset of force of will so a lot of doors into the world of legacy have been opened for me.
I need help thinking of a deck idea, my meta has a lot of tribal, zoo, and landstill. Here is a list of some of my more expensive cards, I don't want to spend a lot of money so if we could use these instead of "go get tarmo's and NO" that would be helpful.

From the list it looks like you're closest to merfolk with welder survival as a possible option. Unfortunately folk still needs wasteland and vault after that the dudes and other spells are relatively cheap. I would probably just find a deck you really want to play and then trade/sell all that stuff till you have the pieces.

So I built a deck that uses many cards you already own and added lots of efficient budget cards, that will perfom quite well.

I think the point of this thread is that he wants a deck that uses the FoW's he just got.

You are also about 75% close to completion on Counterbalance Thopter. The Tundras,Jace2.0 and Moat(sweetjezzus 100) would be the costly parts now with FoW down.

Merfolk is really the only competitive deck that plays basics and Force of Will. You'd need Wastelands and Mutavaults, a bunch of cheap merfolk, and then some Brainstorms and Dazes.
Without Fetchlands and Duals you're still pretty far off monetarily from completing any of the Bant or Esper control/agro control lists. Generally they run ~8 Fetches, and ~6 Duals, so I'd suggest starting with Merfolk, work on grabbing Tropical Islands, Tarmogoyfs and Tundras as your next purchases and from there you open up: New Horizons, Bant CBT, Excalibur/Ugw Fish and Bant Survival. Alternatively, you could get Jace The Mind Sculptors as an immediate pick up and start playing MUC, then move to Counterbalance T(h)op with the pick up of Tundras and Moat.
If you don't mind not running Force of Will for the time being, you could build something in the direction Klaus posted. This is probably the cheapest option and the Fish + Equipment approach can be expanded to UW Tempo, 2 Drop Rock or Death and Taxes, which are all pretty competitive.

I don't want to build merfolk because I would have to buy Stifles and Wastelands, it also means I have to chase alot of uncommons and stuff. klaus' list is cool, I already have scullers and nighthawks so I will work towards trading for Stonefroge Mystics. Also, wouldn't Spectral Lynx be better then Ravanous Rats?
The other two directions I was thinking about was some sort of Gifts/Genesis Deck or a grow deck. (I'm really excited for Scars of mirriodin as well because it might give welder some new tricks)

Maybe you could try some kind of UBW Countertop? The manabase might be a little bit shittier than you would like, but Tundras and Seas are always playable if you manage to acquire them.

And if you don't want to play Tombstalker, you can try to work Thopter Foundry / Sword of the Meek into its spot.
Also, I find that if you find a deck you want to play (proxy it first to test with), you can trade a lot of the unneeded cards for more expensive stuff you do need. That is what I did to work up to all of the fetches and duals I needed for my decks. Also, making friends and borrowing cards will help you play things you never thought you could.

Counter Top Foundry is very budget friendly. You can substitute the moat for humility and you pretty much have the rest of the deck. The fetchs and duels really help A LOT but you can live without them for now.
