I want to put together a sliver deck that uses Homing Sliver and Recurring Nightmare to get out Sliver Queen, Sliver Legion, and lot.
So question in the title, does the Crystalline Sliver prevent the use of Recurring Nightmare?

Why would it? The shroud buff only applies to Sliver creatures in play ("on the battlefield"), not to those in other zones.

Well, to be more specific... can I use recurring nightmare to sacrifice a sliver while crystaline sliver is in play in order to pull another sliver out of my graveyard into play?

No, the sacrifice effect on Recurring Nightmare does not target and you may still target sliver cards in your graveyard with Crystalline on the battlefield.
Shroud is a static ability and as such only applies to permanents on the battlefield (unless explicitly stated otherwise). Even if Crystalline granted the slivers in your gy shroud (which it does not) you could still target them.
604.2. Static abilities create continuous effects, some of which are prevention effects or replacement effects. These effects are active as long as the permanent with the ability remains on the battlefield and has the ability, or as long as the object with the ability remains in the appropriate zone, as described in rule 112.6

To the OP, what he's saying is that you can sacrifice a sliver to Recurring Nightmare while Crystalline is in play because Recurring Nightmare doesn't target the creature you sacrifice, and Crystalline Sliver doesn't grant slivers in the graveyard shroud. What you want to do works.
