It seems like every deck with blue has at least an auto include of jtms as at least a one of these days, as tarmogoyf was for every deck splashing green. Is this going to be the new trend?

No.

Decks splash blue for Goyf. Decks haven't been splashing blue for JTMS yet. Would be pretty hard too, double coloured mana cost.

If you're already in blue, you could probably benefit from JTMS. But it's probably a horrible idea to splash blue just for it.

The difference is that decks do in general not splash blue most of the time, they have blue as their main color simply because Force of Will requires you to run roughly 20 blue cards in order to be good. Also Jace has CC UU2 and Goyf has 1G which is quite a difference when it comes down to splashing.
Actually one of the most common blue decks, Merfolk, doesn't run Jace at all. Concerning control strategies he is a very strong card however and should probably get some slots in most of those decks, which ain't that terrible at all. Control decks with cool Plainswalkers in them rock compared to control decks that kill you with boring 2/2 assembly worker lands.

This can be summed up in a few questions.

1. Does the deck you are playing run enough blue to justify playing a double U cost?
2. Can you keep the board clear of pesky things like Nacatyls and Lackys to drop a Jace?
3. Can you protect it or are you just trying to jam it into a deck because it's Jace?

JTMS is simple enough card. If you can use the Brainstorm effect and put it to more than a use of "omg, card drawz", then maybe it will fit. Is the fateseal good enough to justify him due to losing straight up to one card? (Krosan grip or Wasteland), this could be a reason to try and run him also. I've seen a couple of decks I might revisit due to that.

He's not going to go into every deck with blue and that's fairly obvious. He will need that enviroment of dropping him onto clear boards to really be a big threat. I can't see much past Landstill builds and similar decks bothering to fit him in. He is after all a 4 mana card and that's a hard argument to any legacy deck. For four mana, you better be getting some serious value out of any card that costs that much and Jace requires you to protect him to an extent. Moat, Humility, Ad Nauseum, Empty the Warrens, Charbelcher, Ringleader, Natural Order, and Tendrils are about the only things I see that cost in that range. Gives you an idea of how good a card needs to be to justify 4 mana.

Just slapping him out doesn't cut it. As to the original question, Jace will never be splashed because he's good.

No. There's a 3 Goyf rule. There is no Jace rule.
