I am currently building a white blue control deck to play in legacy and could use some advice on my list. Up to this point I have been playing non-competitve legacy and trying to start playing competitivly.

1 Circle of protection Red
2 Light of Day
3 Chalice of the void
2 Disenchant
2 Nevinyyrral's disk
1 Ivory Mask
1 Mageta the Lion
I might remove Ivory Mask and Mageta the lion since I think they might be too slow for ths format.

Well seeing as U/W control type decks are nothing new in legacy, I would normally say go do a search for U/W/x landstill or U/W control. However, based simply off of your list (please do not be offended), I would (if I were you) either try and get this moved to the casual forum and ask for ways to bolster it, or look into finding out which staples you need to buy for legacy.
I guess what I am asking is how much money are you willing to spend to make this at all legacy viable?
condemn is functionally worse than StP in almost every situation

Well the only cards I probbably can't get are force of wills or dual lands. Pretty much anything below $30 I can get. Also I have 4 path to exile. Would that be better then the condemn? If I decide to add the counterbalance , Top combo what should I take out? I also need some advice on the sideboard.

In that case, I would probably check out the U/W/x Landstill list. You can start off with a two color deck to deal with the lack of duals; allowing you to run your mana base primarily off of fetches. There are many good opinions in the thread if you check it out. Best of luck to you.

So I guess to start off, look into getting 4x Flooded Strand (more fetches to follow), 4x Swords to Plowshares (to replace the condemns), and another win condition of some sort (like Elspeth, Jace 2.0, or even Decree of Justice), because as it stands, faerie macabre kills you.
