Proliferate (You choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there)
What cards are going to be broken, guys?

Obligatory Planeswalker mention.
I don't know about broken, but anything with fading counters (Tangle Wire!) comes to mind. It's another means to add poison counters, too.
Proliferate will likely be dumb-good in EDH.

Yes I was thinking about fading counters too, but Tangle Wire isnt that good, because u need X-Proliferate Mana to activate and still need to tap your own permanents. But Ive found

Removing opponents hand or lands and stop getting them back seems ok. Depending on the lowest Proliferate cost were gonna see.

I agree. For effects like Poison and Tangle Wire counters, it'll have to cost less than 4 to be playable in Legacy. Some interesting interactions, including screwing with Stax (Smokestack, Chalice of the Void), responding to an Aether Vial activation, stuff like that.

seems rather slow at costing 4 colorless but you never know.
Aside from the obvious planeswalker and poison counters, it has some cool interactions with (off the top o' me head)
Chalice of the Void (well, set at 1+ anyway)
Steel Overseer
Triskelion
Aether Vial (would need a lower cost than 4 to make this worth it i think)
Cumulative Upkeep (Age counters, though it's hard to think of a situation where this would benefit you)
Suspend (not sure about the rules on that ?)
killing a 1 toughness (noble, lackey, bop, hierarch, confidant...) at 2 colorless sorcery speed is nifty as well, but not a reason to play this card imo.

What about Myojins? I could see Reanimator running them as utility creatures if they can get a reusable proliferate card to duplicate divinity counters. A single fade or loyalty counter aren't going to be worth the cost of replicating, divinity counters might.

What will be broken? Nothing in Legacy. At 2 cmc and 4 mana to activate then you need another card to make it useful, you might as well just play a 2 card combo that wins the game. In Limited depending on what cards get printed with poison this could easily be a bomb since those creatures would be putting counters on creatures and players, not to mention it's synergy with Planeswalkers which are already super bombs in Limited.

I like how the clasp looks vaguely like a pubic louse.
Also, this card is too expensive by far in Legacy, and its only use with Chalice is bumping it from one to two - hardly worth it, considering you lose both your Chalice at one and the ability to make a Chalice at one.

A suspended card is neither a permanent nor a player, so this doesn't affect it. Ditto for Lightning Storm.

It's obviously terribad but Ice Cauldron is potentially broken by this in a bad way.

You need Voltaic Key to be able to do anything with an extra counter, or else the mana will be wasted if you don't cast the spell.

Too expensive for Legacy by far, but this is kind of cute with Serrated Arrows/Biskelion.
I'm sure there's some kind of moose stuff to do with this though.

Another card that might combo is engineered explosives. The other plan would be to stack poison counters after you get a single one through. Obviously this particular card is way too expensive. It's almost certainly worse than painter-grindstone, regardless of whatever the card you combo it with turns out to be.
Also, there's already a similar functionality with Gilder Bairn.
Seems like a strange keyword to me.

The spoiled card is actually hilarious with Grim Poppet. I'm hoping for a permanent card that reads "Put a -1/-1 counter on a creature you control: Proliferate."

It's a strange keyword, indeed. I think it's better suited for one-shot effects, and that this artifact is the exception of the norm, which is why it has been costed so expensively.

Drives the price of Goblin Bomb up by at least a penny.
Honestly, could be good in a really slow deck, to keep people from using Aether Vial, keep your planeswalkers going, etc. I hope this isn't a keyword like Sweep that really didn't need a keyword, though.

Kill Jotun Grunts faster.
Make Braid of Fire suck less (though it still sucks)
Bounty of the Hunt is fairly impressive
Get COTV off a number you don't want.
Contagion gets useful again
Bump engineered Explosives up to 6 for laughs
Have Eternity Vessel go nuts
Everflowing Chalice gets amusing.
Of course, there's Thallids.
EDH card for sure.

Really? I don't think that this is that bad actually. Think about it in some sort of Stax shell. Coupled with Ancient Tomb or Land + Mox Diamond, its a turn 1 answer for Lackey, something Stax has always lacked. It also has synergy with Esperzoa. People in the U-stax thread have been looking for something good to bounce for quite a long time.
