I have a Sterling Grove and Mirri's Guile on the battlefield. My opponent has Culling Scale. Even though Grove doesn't have the lowest CMC, Culling Scales can target any nonland permanent but it destroys it if it has the lowest CMC. Therefore, my Grove can be targeted. Is this true? Furthermore, does Culling Scales actually destroy Grove, since it doesn't have the lowest CMC?

The "with the lowest converted mana cost" on Culling Scales follows "target", so it's a targeting restriction, same as "nonland permanent".

If you're unable to choose a legal target when the ability is put on the stack (like if the lowest CMC nonland permanent has shroud), the ability is simply removed from the stack. Same deal as with Sea Drake and not controlling two lands.
