I created this deck within 5 minutes, while thinking about the weakness of Reanimator, I hope there is some space for improvement.
Concept: create a green Token and evolve it to a game-winning beast with Polymorph or Natural Order.

I fail to see how this list is superior to sneak attack/show and tell. Oo
Why don't play Sneak and tell if you like fast Progenitus or Emrakul? Seems better in every way to me...

Advantage over SnT: your opponent doesn't put something into play
Advantage over Sneak Attack: you don't have so sac the creature at the end of turn (this is more important with Progenitus)
Advantage over the SnT / Sneak Attack Deck: You only dedicate 2 slots to fatties.
As I said this deck is just a rough draft, I hope to get some ideas to improve it, while "SnT / Sneak Attack" has been developed for long time.

There is a problem: you need a tiny 1/1 creature to live for a turn.
I suggest to try Sylvan Safekeeper or Slippery Bogle over Vitality Charm.
Charm's instant effect is relevant only in game one. After that, your opponent will easily keep 1 mana for Bolt or StP. Boggle also pitches to FoW, so you could play more non-blue spells.
Also, what's the point of Vitu-Ghazi, the City-Tree and only 3 sources of white mana?

The problem with those creatures is that polymorph into a 1/1 is hardly that impressive.

I would cut Careful Study as it's awful. If you really want another cantrip that can shuffle a drawn dude back in, run See Beyond. Manlands would probably be a good idea as they don't really take up deck space, and you're only running two colors. That would enable you to cut the charm (which is horrible) and just run more blue cards (either Ponder or more countermagic).
He needs green creatures for natural order, though. I think Polymorph is an interesting card to build a deck around, but right now there are just better combos for putting fatties into play.

Thus, treetop village. Unfortunately, that costs a lot of mana. I really wish he could play Dryad Arbor here, but polymorphing into it would be pretty awful. Maybe SnT instead of Natural Order, and then the manlands would be awesome, and you could probably cut some of the awful green token makers. That would require more fatties and maybe a tutor of some sort though.

You can play Dryad Arbor with Polymorph, you just need one and some fetches that grab it.

Isn't the new green zenith discussed in a similar deck?
It fetches your dryad arbor for a single green mana and puts it in play.
You can ponder/brainstorm for it if you don't have it in your hand.
After that you only need 2 additional mana and a polymorph/NO (and a counterspell prolly)
