My local playgroup has been working on a solid control deck for a while that has a positive aggro match up. This what we have come up over the last few months. It plays like a hybrid between Scepter Control decks and Mono Blue Control. Any comments would be appreciated.

You should change the deck name to "Run to the Hills" or something like that, just sayin.

You are not too far off of the name. The name our official pilot uses is the Torture Chamber. When we take this deck to local legacy events most players compare it to having the winning speed of a stasis deck. I have even had a few landstill players complain on it's speed.
Any good reason to have Silence over Chant?

Probably because he can't actually cast it. There's no white mana for the kicker and at least Silence can't be misdirected. Small difference, but sometimes relevant.

Think about CB in this deck when u have Sensei's also u need Fetchlands to get full useful of SDT.

If you add counterbalance, the next logical step is to just to transform it into a counterbalance deck. The point of top is just as a ponder replacement not as a counter tool. Basically this deck wants to get an ensnaring bridge and/or Isochron scepter and ride it to the win. When this happens you don't want a hand due to bridge and top allows for a virtual hand when you requires an answer. The deck pretty fun to play, people tend to waste counters on the top or not target discard drift game one. The control mirror is great Iron Maiden + Back to basics will steal games.
