I have a question about Cascade and similar effects.
Cascade states: "When you cast this spell, exile cards from the top of your library until you exile a nonland card whose converted mana cost is less than this spell's converted mana cost. You may cast that card without paying its mana cost. Then put all cards exiled this way that weren't cast on the bottom of your library in a random order."

I assume the part that says "You may cast that card without paying its mana cost." is the part that allows you to ignore the normal restriction of not being able to cast a spell during the resolution of another spell or ability.

Does Mind's Desire which states "Until end of turn, you may play that card without paying its mana cost." allow you to cast the spell during the resolution of Mind's Desire or only after it has resolved? Does Mind's Desire allow you to cast exiled sorceries at instant speed?

these are two very different situations:

I have a question about Cascade and similar effects.
Cascade states: "When you cast this spell, exile cards from the top of your library until you exile a nonland card whose converted mana cost is less than this spell's converted mana cost. You may cast that card without paying its mana cost. Then put all cards exiled this way that weren't cast on the bottom of your library in a random order."

since the part "You may cast that card without paying its mana cost" is part of the resolution of cascade, it allows you to play that card AT THIS TIME. Cascade is done resolving after you either played that card or put it back under your library with the other revealed cards. The timing restriction of whatever card it might be does not count as you have an effect which explicitly tells you that you may cast it (and therefore ignore a game rule).

Does Mind's Desire which states "Until end of turn, you may play that card without paying its mana cost." allow you to cast the spell during the resolution of Mind's Desire or only after it has resolved? Does Mind's Desire allow you to cast exiled sorceries at instant speed?

Thereīs something different going on here. First of all, when playing Mind's Desire its storm ability will trigger and put various copies on the stack. Each copy (and the original spell) will let you reveal one card and allow you to play that single card until end of turn without paying its mana cost. Therefore, every copy exiles one card and grants you the ability to cast it during that turn. Then this copy of Mind's Desire is done resolving and leaves the stack. You donīt get a chance to cast any spell during its resolution.
Why should it allow you to cast exiled Sorceries at instant speed? A card only does whatīs written on it, so normal timing restrictions still count.
