Ok, here's the situation.

I declare attack with a few creatures out.

Opponent says I have a response, tap something with icy or whatever.

I say ok, since they responded I'm still in pre-combat main phase and then I cast creature, sorcery, animate a mishra, or some such.

Can i do that? Rules are a little vague on it. Seems like you can, but I keep seeing things on implied stuff so I wasn't sure.

If you say that you want to declare attackers, you're actually passing priority so that your opponent has priority in the Beginning of Combat step (MTR, shortcuts). If your opponent responds without saying anything (for example, taps your creature with Icy Manipulator), then you're in the Beginning of Combat step. You can still activate a Mishra's Factory at that point, but not cast a sorcery or a creature.

On the other hand, if your opponent doesn't respond and simply passes back, you move to the Declare Attackers step, you have to declare your attackers and it's too late to activate a manland, for example.

For a couple of years now, in the rules there has been a list of common magic slang with defined meaning, like "declare attackers". This section of the Tournament Rules and the section on player communication are very good things to read if you're a competitive player.

As Luma said, if you indicate you want to declare attackers, you are passing priority up to and including the beginning of combat step. Unless your opponent specifies otherwise, he's acting in beginning of combat.

Damn, guess what I wanted to do doesn't work then. I was wanting to bluff into the attack step to make them respond with a tap effect so I could cast a haste creature afterward. Used to work under the old, old rules, but I guess 6th edition closed that one up also.

Thanks though.

You can still mention you'd like to end your first mainphase and ask if he has any responses. If he does at that time, you will still be in your mainphase after his effects have resolved (or have been countered).

The problem with saying "declare attack, is that both players assume you are already in your attack phase.

As long as it is before the actual Declare attackers step, you could flash in a creature and attack with it.
