So Mental Misstep and Chalice of the Void can be played together for obvious reasons. Misstep combines with force to deal with pesky 1 drops that get in before you can play chalice (which has always been a problem for chalice decks...cough...vial)...and once chalice is down it's just being a perpetual misstep. Below is a stab at what the core should be...suggestions?
4 ancient tomb
4 Mental Misstep
4 Chalice of the Void
4 Force of Will
2 Jace, the Mind Sculptor

FYI Stompy and anti-misstep is a redundant phrase, the way "free gifts" and "foreign imports" is a redundant phrase.
This reminds me on that SCG article where "True control" is about playing Chrome Mox with Tezz 2.0 and StP + Brainstorm with Chalices.
Also, a decklist should really not be built based on the premises on stopping an opponent. You need to know what your deck wants to do i.e. how it's winning, before bringing in the other elements on stopping opponents. How would the 'anti-misstep stompy' you're proposing achieve its winning strategies?

I'm proposing a shell design which is definately a fine thing to discuss. The rest of the cards in the deck aren't important if the shell isn't viable in the meta.
Here's what I would propose off the top of my head for a deck:
Mana: 27
4 ancient tomb
4 city of traitors
3 mox diamond
16
Creatures: 14
4 sea drake
4 serendib efreet
4 tarmogoyf
2 Mulldrifter
Protection: 17
3 firespout
2 Dismember
4 Mental Misstep
4 Chalice of the Void
4 Force of Will
Other: 2
2 Jace, the Mind Sculptor
