I know mental mishap is the talk of the town, but this card strikes me as powerful. Essentially if it is in your hand in the beginning of the game your opponent skips his first turn... they can only draw a card, play a land, and waste a spell. It can also act similar to standstill psychologically, delaying your opponent. If your playing second it also takes away their first turn tempo advantage.
What decks can it actually go in though? No clue...perhaps reanimate and Show and tell builds?

Wow. I made two assumptions when I first glanced at the spoiler text of this card: 1) It's blue ("counter -> blue, obv"), and 2) When you begin the game and reveal it, the counter effect was for the rest of the game, not for the first spell. I was about to say it could be good potential combo tech, since if you revealed it, you opponent's spells would all cost 1 more and you couldn't do anything about it. But now....
So, yeah this thing is garbagio.

Uh, Goblin Charbelcher, 0cc disruption that's imprintable = g00t.
I think charbelcher is too desperate for uber hands to include something cute like this. But these effects of chancellors are definitely powerful enough to be legacy material.

No they're not.
White stops your opponent's first turn at best and is unplayable after. Iona is a much better white creature at stopping spells.
Blue mills your opponent for 7 at the start then gets pitched to Force most likely. I'd rather use Archive Trap and mill for 13. For 7 mana the spell you're casting from the trigger better win you the game, and if you're using SnT or Reanimation to get it in play, get Emrakul or another better creature.
Black would be decent I guess against Storm if you have it at the start but after that its a reanimation target only and there's much better options.
Red has Raging Goblin. I'll leave it at that.
With Green you're better off playing Elvish Spirit Guide since you can use the mana at any time instead of just on the first turn.

Nothing else is using this other than Charbelcher and Dredge, Charbelcher has been hard up for cost effective disruption for ever since Pyroblast is unsustainable at a 2 card, 1 mana investment - this is about as good as it gets.
First I saw this guy as Dredge material against combo. Not for the reveal, but for the :1: static there. Of course, having him in hand is not as bad as other DR targets either. But I don't know, I think I'd still rather play some other DR target and win instead...

With Green you're better off playing Elvish Spirit Guide since you can use the mana at any time instead of just on the first turn.
Using it in addition to Elvish Spirit Guide tho' is definitely legitimate, I think it's better than Grim Monolith or the shitty Manamorphose/Street Wraith slot in Belcher at least.

No. The fact is that every fatty with big casting cost and nice (not in this case,though) effect seems suddendly playable in:
A) Stax.
Then when everybody realizes how useless is that card in stax,
B) EDH.
This is the standard path for crappy 6-8 cc mythic rares.
