Simple question: Can I tap this wizard to draw two cards during upkeep before cumulative upkeep cost is paid?

I think yes, because I get priority after the cumulative upkeep triggers (if its trigerred ability)...

Cummulative Upkeep is a triggered effect "At the beginning of your Upkeep, ...", therefore you can put the trigger on the stack, and Tap draw 2 cards before resolving the cummulative upkeep trigger.
