Am currently working on my lvl1 judge certification and came across a question at our last local event. Namely when can a judge preform a deck check and under what circumstances. If a player request a deck check what are valid reasons for such a request? I believe a judge my preform a deck check at any time on anyone if they feel it is appropriate but I cannot find any guidelines or rules in official documents.
Where would I look for such guidelines and what are they?

That's not something that would be in a document.
A judge can perform a check at any he feels it necessary, as you say.
A player requesting a check on his opponent has to have a good reason. Whether the reason his gives the judge he calls is a good reason is up to the judge to decide.

As an example, I asked for a judge to deck check my opponent after getting hit with a turn 3 blood moon in game 1 from Goblins, when I was playing a deck that would fold to it.
Would inappropriate (e.g. penny sleeves; not the graphic sleeves) or marked sleeves also warrant a deck check?
Sure. Just be clear about what your concern is, but without, say, accusing your opponent of being a savage cheater. If you think you have a valid concern and the floor judge brushes you off, appeal to the HJ.
